RetroTome runs a strict whitelist policy: a game is only hosted if we have verified license evidence (license text, repository, or author permission). No commercial ROMs — ever.

• Every game page links to its license source.
• Our admission ledger is auditable; games without evidence are never published.
• Emulator: EmulatorJS (LGPL-3.0), self-hosted.
